Deputy William Cline named Deputy of the Year at inspection ceremony
Each year during Howard County Sheriff’s Office inspection, the deputies take time to formally recognize the work of their team. These awards highlight not only individual dedication and professionalism but also reflect the high standards and collective strength of the Howard County Sheriff’s Office.
Deputy of the Year Award
This is the highest honor a deputy can receive from within the agency. Unlike other awards, it is not based on stats. It requires a peer nomination and a review process that ensures the recipient exemplifies the highest values of law enforcement.
It is named in memory of Deputy Carl A. Koontz, #34-76, who gave his life in the line of duty on March 20, 2016. Carl stood for honor, service, commitment, and dedication; principles that continue to guide the department every day.
Each year, the sheriff’s office promises two things: that Carl’s legacy will live on through their daily work, and that “Never Forget” will never just be a slogan, it will be a promise.
This year, the sheriff’s office presented the Carl A. Koontz Deputy of the Year Award to Deputy William Cline #34-94, for his unwavering service to the citizens of Howard County, and for being a daily reflection of the very values this award represents.
Citizen Awards
Sheriff’s Citizen Appreciation Award is presented to a civilian who has gone above and beyond to support law enforcement efforts or protect the safety of others. This award recognizes acts of courage, initiative, or support that make a real difference. This year’s recipient was Zach Ortman.
Patrol & Criminal Investigations Division
This Distinguished Service Award is given to deputies who consistently demonstrate professionalism, leadership, and exceptional performance throughout the year. Whether through critical incident response, proactive policing, or outstanding teamwork, these individuals have made a significant impact on public safety in the community.
This year’s recipients were: Detective Scott Waymire #34-63; Detective Rod Shaffer #34-75; Deputy Keegan Pyke #34-92; Deputy Christopher Sanders #34-99; Deputy Chase Cottle #34-103; Deputy Jason Neal #34-104; Deputy Jeremiah Jackson #34-106; and Russiaville Deputy Marshal Jarrett
Letters of Commendation were presented to deputies who demonstrated exemplary conduct, leadership, or performance during a specific incident or over a period of time. It acknowledges moments when an individual rises above standard expectations, whether through decisive action, exceptional teamwork, or professionalism that reflects the values of the agency.
This year’s recipient was Sergeant Justin Markley #34-72
Individual Department Awards were given to recognize deputies who excelled in their respective focus areas, whether in traffic enforcement, criminal arrests, marksmanship, or DUI prevention. Their individual efforts led the department in overall productivity, safety, and public engagement.
This year’s recipients were Deputy Jason Neal (Criminal Arrests, DUI, Traffic Enforcement) and Corporal Alan Weimer #34-84 (Top Shot)
Dispatch / Communications
The Distinguished Service Award recognizes a communications officer who has consistently gone above and beyond in support of patrol units, community members, and emergency operations. This includes handling prolonged or difficult calls, mentoring newer staff, or leading through example.
This year’s recipient was Corporal Abbi Bock.
Letters of Commendation were awarded to dispatchers who demonstrated calm, decisive action and exemplary communication skills during high-pressure incidents. Their ability to manage critical calls, coordinate emergency response, and support field officers often makes the difference between chaos and control.
This year’s recipients were: Sergeant Steve Droke; Corporal Kaylee Wilson; Corporal Abbi Bock; Dispatcher Brandon Fisher; Dispatcher Brandi Jeffries; Dispatcher Tonya Paquet (X2); Dispatcher Alec Loveless; Dispatcher Hannah Rumsey; Dispatcher Megan Tipton; and Dispatcher Blake Mendenhall
Corrections
Letters of Commendation were awarded to correctional staff who displayed vigilance, sound judgment, or exceptional conduct in maintaining safety and security within the jail. These commendations often result from actions taken during incidents involving inmate behavior, contraband detection, or emergencies.
This year’s recipients were: Corporal Joshua Sawyer; Corrections Officer Renee Harris; Corrections Officer Catie Bowen; Corrections Officer Robert Rood; Administrative Assistant Vicki Santucci; and Administrative Assistant Karen Johnson
The SERT Member of the Year award was presented to a member of the Special Emergency Response Team who showed outstanding dedication to training, operational readiness, and response. This individual stood out for their reliability, tactical expertise, and leadership within the team.
This year’s recipient was Corporal Dakota Bess.
